The song is called 'Am Fenster' - At the Window.
The band is called 'City' - they were formed in East Berlin in 1972 as 'City Band Berlin', but eventually changed the name to just 'City' from 1976. The line-up has fluctuated a bit, particularly in the early years, but stabalized around Fritz Puppel (guitar), Klaus Selmke (drums), Georgi Gogow (violin and bass) and Toni Krahl (vocals and keyboard).
The original album, was just called 'City', was released in 1978. This version is actually a reduction: there was a 17 minute version originally recorded.
I believe they are still working together, though have never had the interest outside Germany which their first album had.-

Do you have any more information on this? I can't even work out which is the name of the piece and which the band! It's completely new to me - any little hints would help!
